PCN Parkingeye Aldi Tanbridge Retail Park, Horsham

A PCN has been received from Parkingeye dated 20/5/25 regarding an 'Event' on 15/5/25 . It has a picture of a moving vehicle entering the car park arriving at 08:07:26 and the same moving vehicle leaving at 08:42:16 stating "time in car park 34 minutes".

The Driver parked initially in Waitrose car park, where the signage states "Up to 30 minutes free parking" the driver conducted their business promptly and moved the vehicle to the car park adjacent to Aldi. Again checking that the parking was free for upto 1.5 hrs. Again, conducting their business promptly.

The reverse of the PCN reads that the charge is "by either remaining at the cark park for longer than permitted, or by not entering your registration details via the terminal, in accordance with the terms and conditions set out in the signsge, the Parking Charge is now payable to Parkingeye Ltd (as Creditor).

The charge is set at £70 within 28 days, but discounted to £40 if paid within 14 days.

The vehicle clearly wasn't parked for 34 minutes as the driver had to drive in, park in car park, then move the car to car park 2 then move it again to leave the car park.

What should i do?

Have you read the Read Me First section above? Obviously. Have you tried loading your pictures to 
. I'm told it's quite easy, even I managed to do it! The post the links back on here.
Bus driving since 1973. My advice, if you have a PSV licence, destroy it when you get to 65 or you'll be forever in demand.

I'm assuming that both locations (Aldi and Waitrose) are accessed through the common entrance off the roundabout on the B2237. The GSV view is from June 2024 and the Aldi was still a construction site at that time.

Can you get some photos of the signage as you come off the roundabout and also as you turn left into the Aldi car park. If you can, check and see where the ANPR cameras are located for each car park. Mark everything on a map of the location.

I'm assuming that both car parks are operated by ParkingEye. There is a possibility that they are using a single ANPR camera that covers both car parks minty/exit. However if there are different terms and conditions for each car park, then they have a problem.

We need a details description of how they are operating both car parks. Also, on what date did the Aldi car park become operational? Was it less than 4 months ago?

This may be a problem for HarrysDad who I happen to know and suggested he post on here, he lives in the Lake District and was visiting a relative near Guildford. It's a long way for him to go to get photos, is there any good soul on here that's from the Horsham area who could help?

I'm assuming that the driver failed to enter their registration details into the terminal in the store.

You can try emailing the Aldi CEO, Giles Hurley, at gmd@cs.aldi.co.uk with a complaint about why has a customer been invoiced by their third party enforcer to the tune of £70? If you have a receipt for purchases on the day, include that as evidence and ask that stye get their agent to cancel the unfair PCN.

Thanks very much for your help. I did as suggested and contacted Aldi's CEO yesterday evening explaining the situation and got a response first thing this morning saying the charge has been cancelled and my points taken on board.
