We have driven an Electric Car for over 2 years, 99% of charging bays are in car parks, I have never been asked to pay a parking charge.
Four weeks ago we were charging our EV in a BP Pulse charging station in a hotel car park....
I have been sent a PCN for £100...
I have no idea why I should have to pay to charge my electric car in an EV charging spot
How can I deal with this please....

As an aside, we're seeing increasing numbers of cases relating to PCNs issued relating to EV cars using chargers. It would be wise to instruct all drivers with access to your vehicle to make sure they look carefully at the terms and conditions within any car parks they find chargers, in addition to any terms and conditions associated with the chargers themselves.

I’ve owned an EV for almost 5 years and whilst most of my charging is done at home, I learnt early on that you must not take for granted that simply using a charger in a private car park comes without strings attached.

Have you approached the hotel where you charged to see if they can help get the PCN cancelled? What do the signs at the charger and also other signs in the car park say?

Show us the Notice to Keeper (NtK) you received so that we can see the allegation and whether there are any technicalities that you can use to appeal or defend against it.

In some car parks parking and charging are classed as two separate things.
So you pay for use of the parking bay and then secondly pay for electric to charge your car . This doesn’t happen in a lot of car parks as most especially councils class charging as payment for parking as well.
As others have said you will have to check the terms and conditions board in car park to see if charging entitles parking for free or you have to also pay for parking as well as charging.

Here's some more information
My Hubby and I are both pensioners, we live on an island in the Hebrides and fortunately never have to pay for parking.
We were in Glasgow and wanted to see if the BP Pulse charger would charge our car, as it hadn't done the previous year, we had not been issued with any PCN on our previous visit to this car park.
It was Hilton Garden City  Hotel in Glasgow.
We drive a Motability EV ,and my husband is a blue badge holder it was a very dark stormy late afternoon in Glasgow in December.
My Hubby's disability means he is unable to read or write anything, and I myself at the moment am on crutches after surgery we didn't see any signage about needing to pay....
I have appealed this PCN and they have turned down the appeal....

Ah, it's in Scotland. You can (probably) file it in the ignore bin. You've only posted the back of the PCN. What did you say in your appeal? Did you disclose the driver? Even if you did, it's very unlikely they will take it to court as it's not cost effective for a single ticket in Scotland.

Did you reveal the identity of the driver in your appeal? For example, "I did this or that" instead of referring to the driver in the third person: "The driver did this or that"?

As mentioned above, in Scotland there is no Keeper liability (for now). Only the driver can be liable for the charge and the parking operator has no idea of the drivers identity unless the Keeper reveals it, inadvertently or otherwise.

Whilst it is highly unlikely that UK CPM would ever try to make a clam in the Scottish courts under the Simple Procedure, you cannot rule it out 100%. The reason they would not make a claim in Scotland against the driver (assuming they know that the Keeper was also the driver) is because there is no money on it for them even if they were successful. It would cost them more to issue and contest a claim than they could ever hope to recover.

The only reason they still persist in chasing you is because they hope you are low-hanging fruit on the gullible tree that will pay up out of ignorance and fear. As long as you are here receiving advice, you are therefore no longer low-hanging fruit.

If you can, please show us exactly what you put in your appeal. You can safely ignore any debt collector letters they send you (and they will). Debt collector are powerless to do anything except to try and scare the gullible into paying up. The debt collectors are not a party t the contract allegedly breached by the driver. You can safely use their letters as kindling. Ignore them. Never, ever, ever communicate with a useless debt collector.

In all likelyhood, if you just ignore everything you receive about this, 99.9% for sure, nothing will come of it and eventually they will give up.

I have since also contacted the Hilton Garden Inn Hotel in Glasgow and I have an email from them saying they will cancel the CPM, that was last week and it is still showing as live on the CPM website....
Yes I'm so sorry I did agree that I was the driver when I made the appeals....
I hand wrote my appeal.... I will try and add it to my post, but you may need a long drink and a sleeping bag as it's not very concise.....
