Two queries; How can we get this cancelled?

If we can't, this was the first we heard of it - can we get them to reinstate initial fee?

The driver entered into a contract by parking, according to the signs at the site, and is now liable under the contract to pay. You have told us nothing about what the driver did or didn’t do at the time.
The liability can be transferred to the registered keeper if the original notice complied with the requirements of the Protections of Freedom Act 2012 ( ) but in order to know this we need to see the original PCN.

I'll work on getting the PCN. Other than that, not much I can say about the background. Only salient point is that as you may be able to see from the image in the doc, that to the rear of the space, there's a lamppost with metal bars around it for protection. The driver wanted to avoid colliding with the metal frame.
