Two queries; How can we get this cancelled?

If we can't, this was the first we heard of it - can we get them to reinstate initial fee?

Why would you pay the initial fee?

It's a con.

Write to them with a Subject Access Request in order to get the original PCN and then we can help.

Unlikely.
They will say the original PCN was sent to the same address.
You have a limited time remaining to appeal, if so what would your appeal be? What background can you give us to help you here?
They will say that the driver entered into a contract by reading the signs and by parking, and agreed to pay accordingly. So are the signs clear?

Well firstly I'm keen to see if the good people here are aware of any universally applicable strategies could be deployed here.

If not, there is always the fact that the registered keeper of the vehicle was not the one who carried out the alleged contravention.

Send a Subject Access Request asking for all the personal information they hold on you.
Look it up!

If not, there is always the fact that the registered keeper of the vehicle was not the one who carried out the alleged contravention.
The driver entered into a contract by parking, according to the signs at the site, and is now liable under the contract to pay. You have told us nothing about what the driver did or didn’t do at the time.
The liability can be transferred to the registered keeper if the original notice complied with the requirements of the Protections of Freedom Act 2012 (

) but in order to know this we need to see the original PCN.

I'll work on getting the PCN. Other than that, not much I can say about the background. Only salient point is that as you may be able to see from the image in the doc, that to the rear of the space, there's a lamppost with metal bars around it for protection. The driver wanted to avoid colliding with the metal frame.
