I'll email info@dinecroft.com asking to be put in touch with owners. Will this not effect my half price payment offer if not appealed?
You are not appealing to Dinecroft. You are trying to find out from them if they are the landowner and if they or their agents are the people who contracted the PPC. If they are, then you can request that they get the PPC to cancel the PCN.

It's up to you what you write to them - you're more familiar with the circumstances of the case than we are. You are essentially trying to appeal to their good nature and explaining the situation as best you can. If I'm being frank, I think the chances of the owners intervening are low (people parking without paying seems like exactly the sort of thing they hired Civil Enforcement to deter), but there's little harm in trying.
