Very similar situation as you. Parked at Starbucks after they were closed and got the same letter. I've appealed and they rejected it, so it's POPLA next.

Funny thing is I think they changed some of their signs since December 2024. I remember parking in front of a sign (the one nearest the starbucks building) that had nothing to say about Pay By Phone (which is why I didn't have any idea about payment), however yesterday I went there and now there are clear signs mentioning Pay By Phone.

@badparker, I would advise you start a new thread for your own case. There are certain things that you must understand about a POPLA appeal, especially about this location.

MET will always reject the initial appeal because they can and there is no prospect of any money in it for them if they accept. All initial appeals must only be by the keeper and no giving away the drivers identity.

This location is definitely no relevant land for the purposes of PoFA, irrespective of how much MET will protest that point. Unfortunately, many POPLA assessors are a bit too thick to understand the nuance of this issue and it needs careful explaining in the appeal as to why the Keeper cannot be liable.

Of course, the point is moot if the Keeper blabbed that they were the driver in their initial appeal.

The addition of an additional method of payment does not breach anything as it does not materially change the terms and conditions.
