A private Parking Charge Notice has been issued by Citiparks relating to parking at the Essex County Cricket Club car park, next to Virgin Active Chelmsford.

Appeal made to Citiparks as the registered keeper, providing evidence of payment. The appeal has been rejected.
Citiparks have stated that the next stage is an appeal to the Independent Appeals Service (IAS). They have also advised that if I appeal to the IAS, the discounted amount (£60) will no longer be available and the charge will revert to £100 if the appeal is unsuccessful.
I am now seeking advice on how best to proceed, any advice much appreciated.
