The ticket was issueed at 4:48AM on 11/07/2026.
This was issued by the Parking control Management(UK)LTD who looks to be accredited by the IPC

The Driver entered the area at roughly 3:45AM during the night where visibility was low. The driver found the ticket at roughly 5:00AM
The Driver did not see or notice the signage due to the poor visibility at night as well as the signage being very small and not at eye level with driver. This is the first time the driver has come here and therefore was more concerned about paying attention to the road than the signs that are stuck on the building walls.
Included below is the images of the Notice and relevant photo information of the car. Also the picture of the signage from google maps that I zoomed in. It is still very hard to read though.

You can see from PC48932711-E14-2 in the background on the wall the Parking signage on the wall. There are no light illuminating it and is very small. The Driver did not drive past this sign and entered the building from the back.

The bay OP is parked in is a loading and delivery bay which grants 30mins. Kinda silly for them to even mention you need a permit for the bay 🤣

The car is leased from octopus electrics, so the notice will go to them and they will forward to the owner of the car. In the meantime the driver can try the informal challenge and state the reason above? Anything else that can help? I know typically they just deny it no matter the circumstances but worth a try.

Went back and took pics of the signage on the wall. Which really goes to show how small they.

I also went around and took pictures of that spot and didn’t see any loading signs? I even took extra pics and walked around, there’s no loading bay signs. The cars parked there also had no permits on the dash too lol.








I do a lot of regular deliveries to city island. These are all loading and delivery bays specific to building your delivering to and they do grant 30mins max. I think if you went to the bays for modena house etc (left turn after kent house) youll see it mention 30mins limit and a placard stating loading/delivery only
