NPC Pcn to keeper parking on private land

Hello to all

Newly introduced parking restrictions on private land shown in letter. I noticed restrictions and signage was put up about 2 weeks ago.

10 seconds apart photos showing car seemingly parked when actually driver was driving out with traffic ahead as seen in top photo. Also a large van that is not captured in photo was driving in, hence driver and vehicle in front of driver pulled up to one side to let it pass through safely. Vehicle in question was there no more than 30 seconds in total after driving in to do a 3 point turn and drive back out when these pics were taken.

I’m the keeper of vehicle please can you advise if this PCN is even valid based on the time evaluated by NPC?

Why do they think you were parked there for over an hour?

Did you drive through there is some way on two separate occasions or what? Your story is confusing. I’m not saying you’re wrong, I’m just trying to reconcile their view with what you’re saying.

Are there any other photos online if you go onto their portal as if to appeal/pay?

Apologies for the confusion jfollows. The photo you see shows driver is exiting towards main road. The driver seconds earlier entered into this road from the main road and done a 3 point turn to exit. Same day not 2 occasions, photo has date and time stamp. Drivers only confusion is regarding the observation time to the seconds that is all fabricated.

A casual outfit wearing pedestrian was noticed taking pictures from behind. Nothing was thought of it. No hi vis clothing or badge, just trousers and jacket.

Dwmb2 there is only one additional photo in portal of zoomed signage except all 3 photos are much clearer to view. I’ve screenshot for viewing if needed in the below links. Whoever took those pics wasn’t in uniform, well I was told they didn’t look like a warden at all.

Despite the fabricated timing on the letter showing 14:48:54 - 15:58:21 and the photos showing only 10 seconds does it render this Pcn invalid ?

It certainly is a stronger ground for appeal than most. The images look like they were taken by someone on foot (hence observation time) so I can't see how they deduced you exceeded the consideration period or in fact stayed for over an hour.

However they are IPC members.........

Shall I go ahead and appeal based on fabricated timing and also make a complaint to IPC?

What is the experts knowledgeable advise and thoughts regarding best way to challenging this, if you notice there is a flaw whether the PCN is pofa compliant or invalid. sorry I don’t know how to be sure hence here seeking.

Hello all.

I decided to call these crooks as the keeper of the vehicle and asked on what basis did they send me the Pcn containing 10seconds apart photos and how this constitutes a valid Pcn with the time showing over one hour stay? The rep apologised and said there must have been a glitch in the system and immediately cancelled the Pcn. I further asked to know what was exactly glitched ? Was it the human npc warden who took these photos while the driver was doing a 3 point turn and fraudulently entered the time stay just to produce a Pcn? Rep refused to comment but raised it with a manager.


I will be making a formal complaint soon as for now it’s been raised and the call will be listened to by a manager.

Some parking operatives only get paid if they spot contraventions.
