Multiple PPM parking letters - Harrow residential car park

Hi all,

In a bit of a situation. Received parking letters for parking in a bay which the car has a permit for, however the permit slid off the dashboard and onto the car floor. The bay is rented privately from the another resident.

Dates:

14/11/2025 (not appealed)
17/11/2025 (not appealed)
18/11/2025
19/11/2025
24/11/2025
25/11/2025 (not appealed)
28/11/2025

Unfortunately was recommended this website after appeals had been done for 4 of the letters. Wasn't aware of the others so have just included those.
An appeal was done where it stated that I have a valid permit (as above unfortunately didn't see this forum in time).

Appeal message sent to PPM:
Reason for Appeal: I received multiple parking tickets as my permit had slid off the windscreen for my bay (104). I have now secured the permit to the windscreen and I don't get tickets anymore as the parking warden can confirm.

The key document here is the lease or assured shorthold tenancy agreement of the resident from whom you are renting the space. It is more than likely that your own lease/AST will be similar if not identical.
The point is that if this lease does not require you to display a “permit” to park in allocated spaces, then someone else can’t invent and impose such a requirement on you without formally changing the lease with your agreement.
If you don’t have a requirement to display a permit, then they can’t say you have breached a contract by not displaying one.

Although you could appeal to the IAS, they are a travesty and will side with PPM. You should require any management company to cancel these, but they probably won’t.

Thank you very much

I have checked my assured shorthold tenancy agreement and there is no mention of parking, probably because my flat doesn't come with one allocated. I will ask the resident I am renting from.

In the meantime, is there anything you think I should do next?

Should I continue with the appeals process to IAS? In the response email to PPM they said: Please note we do not respond to any further correspondence once our appeal response has been received by yourself.

@jfollows - Whether said lease/tenancy agreement allows the resident to sublet the parking space to a third party (namely the OP) may also be an important consideration. Trying to argue primacy of contract, when you are not a party to the contract you are alleging has primacy, could become rather convoluted.

This has some similarities to this other thread: CPS parking fine (Reading) Pre-allocated parking, but missed to display a permit

Was the cars VRM specifically shown on the permit? In other words, the parking operator knows that your vehicle is registered / authorised to park?

Although slightly more convoluted than normal, the owner of the space is quite entitled to allow someone else to use that space without needing the authority of a third party parking operator - in simple legal terms.

Indeed, but do we know who the owner of the space is yet? What we know so far is that the OP rents the space from another resident - we don't yet know that resident's rights in relation to the space. I think we need to make sure we confirm what's what before we get too far down the process. I'm not saying any of the proposed arguments are incorrect, but I wouldn't want us to propose going to court on (for example) a primacy of contract argument without us having had sight of the contract the OP would be alleging grants this resident parking rights.

So that we're in site of as much relevant information as possible, sight of the following may be useful:
  • Images of the PPM signage at the site
  • Any terms in the resident's lease/tenancy agreement relating to the space in which the OP's vehicle was parked

Hi all, thanks for your help so far.

The parking permit doesn't have any car VRM on it - it is just the permit number, bay number + a hologram PPM logo. Pls see here: https://ibb.co/84dydfgK
