ECP - Multiple PCN issued.
Mixed bunch resulting from payment in advance of arrival in car park and some due to paying later in the day due to ECP app payment not going through due to the app stalling.
Driver has receipts for all parking.
PCN's passed on to DCBL to chase payment. NTKs sent to old address so driver unable to appeal.
Neither DCBL or ECP are interested in proof of parking. No sign or anything written in terms and conditions to say paying in advance is prohibited in car park.
No loss incurred by ECP.
Driver needs guidance on how to manage this issue in court. Total PCN is a lot.
No legal letter from DCBL as yet.
