Manchester Airport T2 Parking Charge

Hello,

I am the registered keeper of a vehicle that went through the Manchester Airport T2 pickup zone on December 6th 2025. The vehicle was there for 5 minutes and 48 seconds. The online payment wasn't made in time and a charging notice was issued. Please see this link for an image: PARKING CHARGE

The driver attempted to make the online payment however it was outside of the permitted window.

The vehicle is leased from Lex Auto leasing who have taken over 2 weeks to notify the registered keeper of the parking charge notice meaning that it is now after the grace period at the lower rate.

Could someone please advise me what to do in this situation? Would you appeal the charge entirely and if so how? The Parking notice is addressed to the "registered keeper" and not "the driver" of the vehicle as shown in the image. Or could I appeal the £100 charge and try to reduce it to £60 as the parking charge notice was only sent to my company on 29th December 2025 (Via email, from Lex Auto leasing), despite the Date of the charge being 15th December 2025?

You almost certainly aren't - if the notice was sent to Lex Autolease, that means that they are the registered keeper, not you.

The notice you have shown us is not addressed to you, therefore it is not for you to appeal. What Lex Autolease need to do (and you should contact them to make sure they have), is to nominate you (or your company, it is unclear from your post who exactly the vehicle is leased to) as the hirer of the vehicle, at which point APCOA will issue you with a notice in your own name. When they do so, come back here and we can advise on an appeal.

Ahh, my mistake, well I'm the person who pays for the vehicle! ;D

I've spoken with the leasing company who claim that a new Parking Charge should be being sent out to either myself or the company I work for and thus should have a new discounted payment date. However I can't contact APCOA to confirm this and am skeptical as the payment website is still requesting the full £100.

I'll have a search of this forum, but has anyone ever successfully contacted APCOA to speak to a person? All phone lines seem to lead to a dead end.

"All information is on the letter" but alas not all the information or I wouldn't have questions.

No, and nor should you want to. All they want is your money.

At the moment, there is nothing for you to query. A third party (your lease company) has received a parking charge notice, which they must now deal with. By the sounds of it, they have, by nominating the hirer. They will in turn receive their own, separate, Parking Charge Notice, which can then be successfully appealed with our help.

Given that you owe APCOA £0, an offer of £60 doesn't seem like much of a discount.
