Hi all. I hope you're having a good day and that the Monday blues aren't too bad! I was advised to post here regarding getting some advice.

I work for the NHS, and back in April-August, I was working for a Trust that required me to register my car's registration plate on entry. In June, I forgot to do this on one occasion and didn't think much of it becuase I'd forgotten. It wasn't until I got back from a holiday in late August that I realised that there was an infraction when I got a letter from DCBL on behalf of Civil Enforcement Ltd, who I assume manage my then Trust's car parking, regarding a fine for 'failure to obtain a permit', demanding I pay £170.

I got back in touch with my Trust at this time throughout September. During this time, DCBL had upgraded their rhetoric to advising CEL about recommending legal action. The Trust got back to me in an email at the start of this month to let me know that this parking fine had been cancelled, and I thought that was that.

I got another letter from DCBL today. Same as my last one back in late September, demanding I pay £170 and that non-payment could result in a CCJ. I've emailed the Trust that I was working for again, just to let them know.

It feels like there may have been some crossed lines, delayed communications or whatever, resulting in DCBL not knowing that the PCN has been cancelled. However, I was wondering if there is anything I should do in the mean time? I have not received a CCJ as of yet.

You cannot simply just receive a CCJ!  There is a whole legal process to be gone through and if you were to be unsuccessful in defending a claim and a CCJ was issued, as long as it is paid in full within 28 days of issue, it is completely expunged from your credit record.

The main concern here is that you did not receive anything prior to DCBL contacting you which brings us to why? Have you changed address at any point and failed to update your V5C registration document? Many people think that updating their drivers licence details with the DVLA is all the is needed. It isn't. You must update the V5C separately. Check your V5C details now.

If you have email evidence from the Trust that the PCN had been cancelled, that is good enough.

DCBL are only debt collectors and can and should be ignored. They are powerless to do anything and certainly cannot take you to court. Never, ever communicate with a useless debt collector.

If you want to check that the PCN has been cancelled, you need to get in touch with CEL. The very first thing you should do, if your V5C is not up to date, is send the DPO of CEL a Data Rectification Notice instructing them to update their records with your current address for service of documents and to erase your old address. The highlighted words are there for a reason and should be used.

In the meantime, ignore anything and everything from DCBL. You should only be concerned if/when you receive a Letter of Claim (LoC) either directly from CEL or one of the bulk litigators they may use such as DCB Legal.

Thanks. I've since updated my V5C because of these letters. My car was registered at my family home, as I sometimes leave it there, and I only live a few minutes away, and my mother saves mail for me to pick up, so I don't know how I didn't get notified of the PCNs prior.

I've tried getting in touch with CEL, but no luck. Their website is quite obstructive with only having an online for and a phone number which tells me to contact DCBL. Hopefully my previous Trust has some better luck with it.

I did a bit of Googling, and found these email addresses office@ce-service.co.uk, Legal3@ce-service.co.uk, and am wondering if it's worth getting in touch with them in the mean time and forwarding them the email that I got from the parking management team?

Use those email addresses and send a complaint, not an appeal, to CEL with evidence of the email with the notice of cancellation. Make sure that the email and any attachments note that it is a formal complaint.

Okay, I have emailed CEL informing them that I've already been in contact with my Trust, and that they considered the PCN cancelled and resolved and that I only expect confirmation of this in response. I've also requested by data be scrubbed as per data protection law.

Should I write to DCBL once I get a reply and confirmation, in case this is not communicated to them?

Ignore DCBL. They are powerless and do not waste your time or effort communicating with them. They act on a no-win, no-fee basis in the hope that you are low-hanging fruit on the gullible tree and will capitulate once you see the words "bailiff" or "CCJ" in their correspondence.

Ignore DCBL.

Yep, sent a formal complaint today and told them that the only correspondance I expect is confirmation of the cancellation.
