Euro Car Parks Hornsey Rise Shell Petrol Station Car Wash

Hello all!

I was queuing around the rear of this petrol station to use their car wash, 3 cars were ahead of me and by the time I came out over an hour had passed.  I did see signage stating that you must register if you’re parking in the forecourt.  At the front of the petrol station there are EV charging parking bays and I assumed they pertained to these. I later received a PCN stating ANPR caught me not registering my stay.  I appealed and my argument was that I was paying for a service and queuing therefore not parking.  The definition of the word forecourt also means and area to the front of a building.

Please can you advise how i should proceed?

Anyway their reply was as follows:

Having carefully considered the evidence you provided, I can confirm that the parking charge notice
was issued correctly. In accordance with the British Parking Association Single Code of Practice, the
fee has been reduced to an administration charge of £20.00, which is now due within 14 days from the
date of this communication.
The site uses either Automatic Number Plate Recognition (ANPR) or it is patrolled by a Euro
Car Parks employee.
Where ANPR is used, cameras capture an image of vehicles entering and leaving the car
park to calculate their length of stay on site.
Your appeal states that you were a legitimate user to the site, however, when using this
location, you are required to adhere to the terms and conditions of the car park as stipulated
on the signage.
The signage clearly states that a Parking Charge Notice (PCN) will be issued if a vehicle is
found to be in breach of these terms and conditions.
Please be advised that car wash users are required to provide their details to the store so that
they can be added to an exemption list for the additional time of stay. Your details had not
been provided to Euro Car Parks and so the notice was issued correctly.
Your appeal has been rejected for the reasons listed above.
Please be advised that any further Parking Charge Notices issued for the same breach of the terms
and conditions a reduced fee may no longer apply. Upon failure to pay the administration fee within
14 days, the value of the PCN at the time of the appeal being logged will be due.
Once payment of the £20.00 administration fee has been received, (payment within the correct time
frame is required), the PCN will be CLOSED, and no further action will be required

As you say, you were not parking in the forecourt.

upon driving in i saw a guy polishing his washed car in a parking bay and assumed they meant this parking and ignored the sign as i was indeed paying for a service. I think it might be easier this time to pay that 20 quid!
