Hello I'm in need of some advice for this situation:
For the First PCN (The Old Quad Park gate 30/01/2022) The Driver arrived at the car park late at night and didn't realise there wasn't a hours of operation on the parking.
For the second (Halfway house Liverpool 05/03/2022) The Driver had an appointment and didn't realise the carpark with a private parking space.
I, was previously the registered keeper of this vehicle at the time of the parking dates but no longer own it (was also alot younger and stupid).
The Driver hasn't recieved any initial letters regarding these parking charges and only a letter from DCBL for a notice of debt recovery.
The Driver is willing to pay the initial charges as it was a mistake, but is not happy to pay the extra fees being applied onto the PCN's.
Here is the letter:



No photos of the signage at the car park.
Nobody that comes here for advice pays ECP. Before we continue, ask yourself why you had no prior notification of these PCNs? When you moved at some stage, did you update the V5C registration document for the car?
For now, you need to send a data rectification notice to the DPO of ECP and tell them to update their records with your current address for service and to erase your old address. The highlighted words must be used in the notice.
You can safely ignore DCBL, they are simply useless debt collectors with no powers to do anything.
For now, there is little else you can do as it is too late for any appeals. Do not offer to pay anything as that is admitting liability.
Eventually, you will receive a Letter of Claim (LoC) from DCBLs sister company DCB Legal. When you do, come back and we will advise on the next steps. Continue to ignore any and all debt collection letters.
Eventually, a claim will be issued but is easily defended and eventually, it will be discontinued.
When you moved at some stage, did you update the V5C registration document for the car?
If in doubt, get the document out and check. We see a lot of issues on this forum that arose due to incorrect V5C addresses.
