Civil Parking Charge Notice - COSTCO

Hello Everyone,

I, the registered keeper, received a Civil Enforcement PCN through post. The notice states that the car stayed more than 3 hours at COSTCO.


The driver went to buy a new membership and most of the time was taken at the membership counter rather than their purchase itself. Anyway, the driver plans to go to COSTCO on Saturday (1st Jul 2023) and try to get it canceled through them. But before the driver does that, I seek your advice on how to proceed on this.

Additional Question - Is this a private PCN (parking charge notice)? If Yes, how do they get access to registered keeper details from DVLA?

Yes - anyone who has 'reasonable cause' is able to get Registered Keeper details from the DVLA (https://www.gov.uk/request-information-from-dvla. In the case of private parking companies, they must be registered with either the British Parking Association (BPA) or the International Parking Community (IPC), and they have a contract with DVLA as part of something called KADOE - Keeper of a Vehicle at the Date of an Event.

Looking at what you've uploaded, I think your best bet will be Costco management. The 3 hour limit is presumably to prevent non-customers abusing their car park, not to penalise genuine users, so explaining the situation to them will hopefully encourage them to intervene.

Closing the thread on this. I went to COSTCO today and asked them to cancel it out. They were very understanding, and stated they will cancel it for me. Also, in case if I get any further note/queries on this ticket, I can contact them.


Additional Info for other COSTCO people out there - If you think you will be getting over the stipulated 3 hours, contact the helpdesk inside the store, and they will manage it at the backend. You won't be having the hassle of getting a ticket.
