Hi all,

Having a problem with Civil Enforcement Ltd at the moment. Three weeks ago I received a PCN dated 29/1/26, for an incident on 26/1/26.

The driver entered the car park at their GP surgery at 14:06 for an appointment at 14:15. Upon entry to reception they were immediately called in by their GP, forgetting to register the vehicle's registration number on the tablet in reception. They also forgot to enter the registration number after the appointment has finished, due to needing to leave immediately for another appointment elsewhere, and the car left the car park at 14:38. (T&Cs of parking as per the PCN are "Maximum 20 minutes free parking, Permit holders there after.")

As the registered keeper, I received the PCN in the post on 3/2/26 and submitted an appeal on the Civil Enforcement website the same day, documenting that the driver had a legitimate reason to use the car park during the time in which the vehicle was parked there, i.e. they had an appointment at the surgery, and that due to circumstances they had forgotten to enter the vehicle reg on the tablet in the surgery.

I received no email from Civil Enforcement to acknowledge receipt of the appeal, and given that it is approaching 28 days since the issue date, I am starting to get concerned that I've not yet heard anything back from them. The PCN states that the charge due is £100, or £60 if paid within 14 days of the issue date, which has obviously passed. Their website states that you can check the status of your appeal at https://appeals.ce-service.co.uk/ - when I login to this, there is nothing whatsoever regarding the status of the appeal (or even whether the appeal was successfully submitted/received). There is a button that says 'Start Appeal'; when I click on it, I get the message "You have passed the threshold to be able to appeal this Parking Charge Notice" come up, despite it still being within the 28 days of the issue date.

Given that it won't allow me to start an appeal despite being within the 28 days, and given that it still shows the "Amount Due Today" as £60 rather than £100 (the PCN states "If you appeal within 28 days and it is rejected, the right to pay at the rate when the appeal was made will apply for a further 14 days from the date notified of the rejection"), I am hopeful that the appeal was received and is still being considered, but the lack of information is very frustrating.

Does anyone have any advice regarding appeals with Civil Enforcement, and whether there is actually a way of finding out the status of an appeal? Should the appeal not be successful, would anyone recommend appealing it to POPLA? If they claim to have never received the appeal, what can I do regarding the fact it's not allowing me to submit an appeal today, despite still being within the 28 days permitted?
