In almost every single case of a PCN issued as a postal Notice to Keeper (NtK) for ECP, they can be very easily dealt with and no one who follows the advice we give here pays a penny to ECP.
However, considering you say you have 5 outstanding PCNs, there is a slightly higher chance that they would try and recover it through the courts. They always try and recover through the courts but for just one or two PCNs, they will always discontinue if the claim is defended. Unfortunately, you have let this build up to 5 PCNs, which means they may be more inclined to try and follow up all the way to an actual hearing.
Every one of those 5 PCNs includes a fake added £70 to the original charge of £100. Even if you were to lose in court, the added fake £70/per PCN is not allowed. So, any claim would be for 5 x £100 plus fixed costs of approx £120.
As for useless debt recovery letters, you can safely ignore them. Debt collectors are powerless to do anything except to try and intimidate the low-hanging fruit on the gullible tree to pay up out of ignorance and fear.
Nothing you can do for now except to ignore the debt recovery letters. Come back when you receive an actual Letter of Claim (LoC) from a solicitor.
