Apoca parking- Manchester airport

Registered keeper received a PCN from apoca after their vehicle drove through T2 pick up after new road layout confused the driver at the time into the carpark. Entry at 22:13:21 exit at 22:15:59. I'm sure the airport isn't relevant land for apoca to be issuing charges but I need your expertise on an appeal. Thanks in advance
