UKCPS - No parking permitted at any time.

Received 2 NtK's back to back a day apart, different situations.

Reason for issue: No parking permitted at anytime.

Tbh if the driver had known this beforehand the driver wouldn't have gone there. Before entering the road, There was no board indicating that the driver is entering controlled land or a prohibited parking area.


Is momentarily waiting not allowed any longer? To deliver belongings to a resident. Driver clearly did not park nor turn the car off. The board was partially readable from where the car stopped, all the driver could make out from that distance was controlled land/ private land. Had literally tried reading the board by tilting forward but could not do so from that distance. Saw the road end and turn into a closed shutter parking building, so was surprised and stopped. To use the phone, Driver made sure not to obstruct any vehicles (eg,emergency services) and remained in the car. Contacted the customer and was told she will be there shortly passed her belongings and disappeared from there. Driver feels like being lead into a (fine) trap. Lesson learned helping residents out in Leeds during a difficult time can be very costly for some and may have to quit doing this while looking for a job.


Now my question is are we not allowed to drive and deliver in controlled land or private land? Even when there are no red lines?, no double yellow lines?  Shouldn't there be a no stopping sign instead? Driver mistake was 1. Delivering during the snowy period. 2.appeal as it's first time getting a fine. 3. Being too honest eg. Accepting who was the keeper and driver when appealing. Clearly did not see a no stopping nor no waiting sign or would have disappeared. Rejected obviously.


Would appreciate it, if someone could tell me what would be the best thing to do in this situation. Believe in justice but boards signs I have never seen before popped up. A honest Law abiding citizen without knowing the full extent of law, but hard earned money should not been given out so easily other than only to the poor/homeless or needy.

Don't be low-hanging fruit on the gullible tree. Your appeal is borderline giving away the drivers identity. Always refer to the driver in the third person. Never "I did this or that", always "The driver did this or that".

The Notice to Keeper is addressed to the known Keeper, you, I presume. However in your appeal you go on about how you, the Keeper are prepared to stand in front of a judge and prove the drivers innocence.

If only you'd come here first before making a futile appeal to UKCPS and then the even worse IAS. The Notice to Keeper (NtK) is not fully compliant with all the requirements of PoFA, specifically paragraph 9(2)(a). This means that the Keeper cannot be liable, only the driver. UKCPS have no idea who the driver is unless the Keeper blabs it inadvertently or otherwise.

Also, the driver cannot have entered into a contract with UKCPS if the signs are prohibitive. A contract requires three elements, an offer, a consideration and an acceptance. "No parking permitted any time" does not offer anything and therefore there is nothing to consider which leads to the fact that there was no acceptance.

Had there been a contractual offer that could be accepted, the driver would have been allowed a "consideration period", which has a minimum period defined in the BPA/IPC Private Parking Single Code of Practice (PPSCoP). The NtK does not show that any "period of parking" has been recorded, hence the breach of PoFA 9(2)(a).

Anyway, you are where you are now. There is nothing more you can do for now. You are going to have to wait and see if/when they issue claim. You can safely ignore all Debt Recover Agent (DRA) or debt collector letters. They are not a party to any contract that the driver allegedly breached. They cannot do anything. Never, ever, ever communicate with a useless DRA. They are powerless and can be safely ignored.

If/when you receive a Letter of Claim (LoC), which will differ from the useless DRA letters as it will give you 30 days to pay rather than the tiresome DRA letters which only give 14 days, come back and we will advise on the next steps and how to deal with it.

No one who is here receiving advice and following it pays a penny to ex-clamper scammers like UKCPS.

If you want to mess with their intellectually malnourished minds, you could send them a formal complaint and require them to respond, which really cheeses them off as they are obliged to respond, then let me know and I can provide a template for you to send.

Thank you for your reply. Appealed like a fool didn't know better at that time. Learning something new everyday.

Have now received a CNBC claim form dated 9th june 2026. Is there still anyone available to help me with a defence?

Keeper has never accepted nor promised to pay the unreasonable charge. Keeper had asked to be lenient as he didnt look at the facts initially but clearly these ex-clampers don't care about road users (humans), they just want your money. A £100 charge for 3-7mins max to deliver.

Can't believe a contract can be formed by stopping 2-3meters before a No P sign. Driver genuinely tried reading the sign board but couldn't read the fine print. "No parking permitted at anytime". The sign they send after appeal showed by "entering or remaining on this land you agree to abide by all of the terms and conditions". So are they trying to charge me for trespassing?

Shockingly The road ahead was leading to an end with parking garage where shutters were down. As it was out of office hours. "No through road sign" anywhere and before entering the road it did not say private land nor controlled zone.
There are signs under trees at the roundabout but at night u cant even read them when passing by car.


The other was right outside nandos burton croft Leeds. Parked in bay as the driver had to deliver to a resident who lives around the corner. So basically went from one corner and returned from the other corner.  "Driver been observed leaving the site" Which the driver denies as he never left the site and it took max 3-5mins to deliver and return bk to the car. 
They followed using ANPR n showed pictures walking towards the corner. They did not show the person returning bk to the car and leaving within 5mins max.

The dates were 6th and 8th January 2025 respectively.
