I have already foolishly submitted an appeal to parkingeye citing myself as the driver and keeper of the vehicle. This appeal was denied and I'm now seeking advice on if appealing with POPLA is worth it.

The car park is underground and the only available method of payment is via an app or website, Chichester has awful phone signal at the best of times, not helped by being underground. I walked out the car park to find a signal and pay for my parking, however after several minutes of walking around with 0 signal I return to the car park and leave to try and avoid a charge such as this one.

Is there no requirement to have a grace period especially when they make it this hard to pay?

There is, it'll be 5 minutes and it's called a consideration period, you get a grace period if you actually pay and that would be 10 minutes. The 2 are mutually exclusive. You don't need to pay on arrival any more although that sign doesn't tell you to anyway so you could have found a signal or free WiFi or even when you got home. Sign says you can pay up to midnight on day of arrival.

Need to see both sides of the PCNs, there's a chance they may not be relying on POFA but it's unlikely, that said you've outed yourself as the driver so that closest most of the loopholes.

I"m wondering how you got on with this parking charge! I am discovering there are many others like yourself who are being sent Parking Charges from ParkingEye when parking at this carpark. Myself included, which I appealed and lost! But I am now taking to court! There is an App shown on the signage that is supposed to be used but there is no phone signal inside (it's underground), and nothing until quite a distance away from the carpark. It takes longer than the 10 minute grace period they give before payment can be made. They are making a fortune out this situaton. It's criminal in my opinion. They put the hourly rates on the signage, but nothing understandable to say your time limit starts on entry and exit via the ANPR cameras. Only a steep stairway to exit on site, so takes even longer to get out if you have mobility issues. I would really like to find more people who have been sent Parking Charge notices while parking at Woolstaplers simply because they had no phone coverage to make the payment in time. This needs to be officially reported. Would be great to hear back from you.
