Correct. The vehicle is covered and not the driver. Anyone can drive so long as they are not banned.

I wonder how that works with  UK-registered car going to an EU country? Does the UK green card cover the car for any driver?

Bus driving since 1973. My advice, if you have a PSV licence, destroy it when you get to 65 or you'll be forever in demand.
