I received this as a post Xmas present from UKPC stating that my blue badge was not displayed in a 'prescribed manner' Don't know what that means. I tried looking for more photos but could not see them on the www.paycharge.co.uk.
Any advice would be greatly appreciated.

I've removed the attachment, you should Reupload it after hiding your name, registration number and the parking charge reference.

If you go to  https://ukpcappeals.co.uk you should be able to view any additional images they have.

The first question to ask is: was the blue badge displayed or not?

Yes it was but the CEO did not capture any photos of the dashboard.

The photo attached is the only photo that the CEO captured which shows that my badge is displayed. Other photos are of the vehicle from a distance.

We need to see the whole of the PCN (front and back) with every word, number and date legible except your name, address, vehicle number and the PCN reference number.

The conditions on the sign should describe the requirements for how the badge should be displayed.

It may make mention of the clock. Was a clock displayed ?

I can't see a badge on the photo of the dashboard, but it is a bit hard to tell with the reflection and what appears to be things on the passenger seat. There may be something near the steering wheel.

Downloading the photos and uploading them somewhere may help. Most browsers will have a nechanism to allow to save the photos. The screenshot ends up as poor resolution.

There may be many other things wrong.

I have posted the reverse of the notice as suggested by nosyparker.
My question is that why did the CEO not take a close up of the dashboard if he believed that the car did not display the blue badge.
Why take it from a distance.

Maybe because he took a photo showing the entire windscreen area.

You have chosen, possibly through minor difficulty, not to download and publish it.

It certainly doesn't seem to show an obvious badge. You have also chosen not to mention quite where you displayed it and whether a clock was displayed or not.

The blue badge was displayed on the passengers side of the dashboard with both the clock and the ID card clearly displayed.

My apologies, you did indeed post the whole of the front but it was not visible on my phone.  I have been able to access it on my computer!  I will study it in the next 24 hours and respond.

I think I can just about make out a badge pretty much directly below your air freshener.

Its visibility is poor due to the resolution of the screenshot and what looks like condensation. (This shouldn't have hampered the person photographing much).

Is it any clearer on the actual photo if you download it?

You have a lot of avenues open to you and provided you handle this appropriately you won't have to pay anything, regardless of the outcome of any appeals.

The deadline for appealing to UKPC is 18 January.  Use the time before then on the so-called "Plan A", complaint to the landowner.  The car was parked at Beckton Triangle Retail Park which is managed by Mike Craig of The Spencer Craig Partnership - Phone: 020 8498 9292 Email: info@spencercraig.com.  They are closed till 2 January but you could email him now and follow up with a phone call if you don't hear back by the middle of next week.

Something along the following lines should do:

Dear Mr Craig,

I am writing to you as I understand that you are the managing agent of the Beckton Triangle retail park.

I am a loyal customer at the retail park. I am also the holder of a disabled motorist’s blue badge and have attached copies of its front and back. On [          ] December 2023, I shopped at the retail park and the car in which I travelled was parked in a disabled space with my blue badge and clock on display.  Despite that, your parking contractor issued me with the attached PCN.

I would like to continue to shop at the retail park but cannot afford to if your parking contractor penalises me for doing so.

I shall be grateful if you will instruct your parking contractor to cancel the PCN by way of reasonable adjustment pursuant to the Equality Act 2010.

Yours faithfully,


If you have proof of shopping such as receipts, attach them as well.  Be careful not to reveal who actually drove the car as this could be relevant at a later stage.

Come back for more advice if you don't get anywhere with Plan A by 10 January and we can move to Plan B - appeals.

I have received confirmation from them that as a gesture of goodwill they will cancel the ticket.
They still insist that the PCN was issued correctly though.
