Hello,

I received a notice to keeper parking charge. I remember previously that you did not have to tell the parking company who the driver was in Scotland and they couldn't or wouldn't usually hold the keeper liable. Is that still the case?

You don’t have to identify the driver in England or Wales either.
If you can be bothered to send a reply:

Liability for the parking charge rests with the driver of the vehicle. I have no requirement to name the driver, and I will not be doing so.

You will be aware that under Scots law there is no mechanism via which liability for the charge can be transferred from the driver to the keeper.
