• APCOA PCN - No Permit - Loughborough University

• Upon entering the car park, the driver found a space and parking was paid for on the app. There were separate signs saying parking could be paid for on the app, and another saying permit holders only. The driver mistook this to mean that you could park as a permit holder or pay for parking.  Please could you advise of the best way to appeal this? The registered keeper received a PCN today in the post.
