Private parking tickets / Civil Enforcement PCN - No permit in free carpark - Barbourne Health Centre, Worcester

Hi all,
We’re hoping for a bit of assistance with fighting a parking charge notice that we have received please.
On the 08th May 2026, the driver parked up in the GP car park to drop off a passenger for a scheduled referral, whilst they remained in the car for the duration of the appointment before leaving. Whilst the driver and passenger has been to this GP surgery before, they have not been there since this new parking system, to register your registration number on arrival at a terminal in the building, was implemented.
We are the registered keeper of the vehicle.
We have then since received the following notice to keeper in the post dated 13th May 2026:


The practice manager claims that they do not have the ability to help cancel the charge, and to appeal with the car park management company.
We’ve since revisited the premises to take photos of the signs…
The entrance:
The only T&C sign we would have walked past (although obscured by a bush):

There is a banner in the entrance, but it was blocked by about three people exiting the building. Where we parked, the Terms and Conditions sign would not have been clearly visible due to being obscured by the pictured bush. The entrance sign, which was seen as driving into the premises, on the drivers side does not have any mention of the parking situation. The other sign at the other side, which we only spotted after revisiting, only mentions “Permit holders only”

How do we have the best chance of winning the appeal for this?
