I was not aware of the 14 day rule. That's a great point, thank you. I will fill their online complaint form shortly. I shall update this post when I hear back from them.

Hi All
On 19/11/2025 I went to Royal Berkshire Hospital for a procedure that I was waiting for ages. When I arrived there was no parking space and after driving around for ages and not having any luck and my appointment time approaching, out of desperation I chanced it and went one floor up and parked at staff car park.
On 5th December I left the UK to take care of my mother in another country and was away until just 2 days ago, 27th Feb. I have the evidence of this on my flight tickets. Upon my return I saw that I have a PCN that was issued by APCOA on 19/12/25 (one month AFTER) for £60. Then a Debt Recovery letter dated 21/1/26 asking for £130 followed by another threat dated 16/2/26.
I have downloaded the PCN and letters here:

I have no issue in paying the discounted £30 which was originally issued but I need your expertise as to how to approach this and what to write. Obviously I don't want to say anything that I should not.
