Do they have to provide photos of the vehicle parked over a period of time and not a single time stamped one?  You can see from the photos that there was snow and the car park was hardly used. The time the vehicle was parked had melted some of the snow and whilst the driving lanes were clear the bays were not. I have checked and there are no cameras other than entry/exit ones so this photo on the PC must have been taken by someone on foot and therefore should have been as clear as mine.

There are also 2 photos of the same bay taken yesterday.  You will see that the bays were covered in snow at the time and although the snow had melted slightly after parking the lines were still not clearly visible.  The photos that were taken of the car parked are clearly distorted but even so, given the photos with no snow, the tyres must have been on the line given the marks on the car park tarmac.
The car park sign clearly states vehicles must be parked in a marked bay so no objections to this, the only real issue is that the routes were clear but not the bays.

Hi,

On 5th Jan the driver of my vehicle parked on a retail park to do some shopping.  The car park was mostly covered in snow and was hardly used.  The vehicle was parked and at the time the lines could not be seen.  I have now been issued with a parking charge as it was not fully in a parking bay - offside wheels over the line which was now showing as the snow had melted.  Can I appeal this?
