Civil penalty charge notices (Councils, TFL and so on) / Redbridge PCN -53j being in a pedestrian zone - Harpenden Road

Hello,
I was attempting to go to an address in Harpenden Road, and was aware of the traffic restriction, so aimed to get there for 9:15. I checked my watch, and it was 9:15 and was certain I didn't need to do a circle round. Once when my business was complete I went off on my way.
What I didn't realise was my watch was slightly off, and I arrived at 9:12:55, so about 125 seconds before the restriction ended. Just wondering if I have any form of recourse in regards to this.
