Hi,
I got parking ticket on the 14th August 2025 at a private carpark in Greenwhich SE10 8NB.
On that date the carpark was extremely busy and it took a significant amount time to find parking space. once found the parking space, I attemted to pay for the ticket using my contactless on my mobile phone but my card kept declineing. The payment could not be completed.
As I did not have another card I decided to leave the carpark rather then remain without paying. The alleged overstay of 18Min occcurred solely due to the time spent finding space and attemting to make payment before existing.
could someone advice what step I can take to appeal this as I have missed the grace period of appealing, also the ticket was issued under my fathers name but at the time I was the one who was driving the vhicle.

Civil penalty charge notices (Councils, TFL and so on) / Parking ticket

The bay has the word “DISABLED” marked on the road, but there has been no upright display sign indicating that it is a disabled parking bay for at least the past six months. When I spoke with the enforcement officer, I was informed that the council’s rules had changed and that an upright sign is no longer required.
