I just got a letter in the post today from TFL waiving my PCN

What do you mean by entering your reg on gov.uk?

I would make more of checking - that the tunnel tolls are not included (yet) on the list is a big deal in my view and how would you know that the Blackwall Tunnel is TFL or even what TFL is.

Points noted, I just submitted my appeal.

The Blackwall Tunnel was always free to use, going back years. The new toll charge only became payable when the new Silvertown Tunnel was completed and opened to traffic on the 7th April 2025. So the Silvertown has been chargeable since inception.

Mention that you weren't aware that charges had been introduced on the previously free Blackwall tunnels. Since you don't live near the crossings you would never have received any of the publicity material concerning the new charges. Terribly sorry, an honest mistake, first offence that could happen to anyone and now that you know you will make sure to pay-up next time. It's worth a go.

APPEAL AGAINST PCN XXXXXXXX

I hereby want to use this medium to appeal against the above issued PCN XXXXXXXXX

I live in Yorkshire, and was visiting my family in London for the weekend and drove past the Dartford bridge and avoided central London congestion charges

On getting back home, I went online and paid the Dartford crossing, ( Kindly see attached evidence) and went on the government website www.gov.uk to search if, I had any other outstanding charges and inputted my vehicle reg, but nothing came up

I hereby ask this charge be waived as a one time GESTURE OF GOOD WILL


REASON FOR WAIVER

1. Firstly I am a software developer and currently out of work. As I lost my job and currently searching for a new job

2. I honestly did not see any signs of payment reminders while driving through

3. I have driven past the tunnel a couple of years back and again never saw any signs

4 Going online, see attachments. I realized this charge was only recently introduced  7th April 2025

In light of the above

I hereby request as a gesture of good will and owing to my currently circumstances of being unemployed to kindly waive the charges

As I have a teenage daughter and currently paying child maintenance and struggling

You can certainly try for discretion as an out of towner. The Blackwall/Silvertown tunnel tolls are fairly recent but any blanket allowance by TFL has long passed.

The government toll road page hasn't been updated with these tunnels so that's a good point to mention. I think TFL has a duty to liaise with the gov site on this.
The page doesn't include emission zones or the weight restriction for the Rotherhithe tunnel though but does mention London congestion charging. 
But surely it should have the TFL tunnels tolls.

Please tell us the details of your journey. On the face of it, it seems you paid for the wrong Thames crossing.

I live in yorkshire and drove to London for a wedding and spent the night. I missed my turning, so had to go over the dartford bridge to get to south London SE28, then proceeded to the venue at n17 6ur.

Then the next day, drove to w21ux and then back to yorkshire

On getting home, I went online to pay the dartford charge and on gov.uk to check if there are any other charges and saw none, until this PCN arrived

So who have you made a payment to ? Your PCN is from Transport for London, not the Dartford Bridge/Tunnel.

I meant to say, I have paid for the datford bridge crossing and got a PCN for blackwell tunnel, which is a surprise. As I did not see any signs and I did check the gov.uk website after my return and did not see any pending payment

I got a PCN this morning from  blackwall & silvertown tunnels for £90.

I was in London for a wedding and drove past dartford and went online and paid, I also went on the gov.uk website to check if I have other outstanding PCN, but saw none

HOw do I appeal or go about it ?

Just a quick update on another little win

I just got a letter from TFL, they accepted my appeal, video evidence and waived the pcn

You can post the PCN but I have to say it is likely you can only ask for discretion which they are most likely to deny.

The congestion charge times takes a second to check and you had 3 days to pay after being in the zone.

to be honest, I wasnt thinking.

that day, someone ran into me from behind while getting off the motorway into essex. he admitted 100% liability, as I was stationary.

I live in Yorkshire 4 hours from london and when I got home I was having whiplash, heart palpitations, headache etc so was advised to switch off and rest, hence the PCN came in

I have explained all this and appealed it, hopefully a favourable outcome

hi guys
I havent driven in London in years, and whenever I drive to London. I tend to avoid going in

However I went to my cousins birthday party in London and the next day, drove out of London, and missed my route a couple of times. Hence had to drive into central London.

Being a sunday and no warnings from google maps, I did not think of congestion charges

However I got a PCN in the post demanding I pay £90 or £270 full charges


I am confused, as I didnt know they enforced it on sundays

Any advice ? many thanks

I got a response from bpa today. I think they misunderstood my complaint. However. I still have the pending complain with smart parking. So I guess I will wait for their response
