What do you mean by entering your reg on gov.uk?
I would make more of checking - that the tunnel tolls are not included (yet) on the list is a big deal in my view and how would you know that the Blackwall Tunnel is TFL or even what TFL is.
The Blackwall Tunnel was always free to use, going back years. The new toll charge only became payable when the new Silvertown Tunnel was completed and opened to traffic on the 7th April 2025. So the Silvertown has been chargeable since inception.
Mention that you weren't aware that charges had been introduced on the previously free Blackwall tunnels. Since you don't live near the crossings you would never have received any of the publicity material concerning the new charges. Terribly sorry, an honest mistake, first offence that could happen to anyone and now that you know you will make sure to pay-up next time. It's worth a go.
You can certainly try for discretion as an out of towner. The Blackwall/Silvertown tunnel tolls are fairly recent but any blanket allowance by TFL has long passed.
The government toll road page hasn't been updated with these tunnels so that's a good point to mention. I think TFL has a duty to liaise with the gov site on this.
The page doesn't include emission zones or the weight restriction for the Rotherhithe tunnel though but does mention London congestion charging.
But surely it should have the TFL tunnels tolls.

Please tell us the details of your journey. On the face of it, it seems you paid for the wrong Thames crossing.
Quotedrove past dartford and went online and paid,So who have you made a payment to ? Your PCN is from Transport for London, not the Dartford Bridge/Tunnel.
You've been on this forum before so you should know the rules.

You can post the PCN but I have to say it is likely you can only ask for discretion which they are most likely to deny.
The congestion charge times takes a second to check and you had 3 days to pay after being in the zone.
