Private parking tickets / Weavers quarter barking CPM

Any advice on how i can appeal this?
- there was NO ticket fixed on to the windscreen just the letter came through
- most of the signs on the estate have black paint over them
Any advice will be appreciated or has anyone else got a similar ticket on the estate?
