I have contacted Teesside Park enquiries and they state that they have no influence over any decision as they do not manage the parking, even though they have appointed the parking company to enforce it. I will look to contact the individual stores to see if that makes any difference.

Received from Minster Baywatch as the registered keeper. The car park is in Teesside Park where maximum period is 4 hrs. This is in a shopping and leisure area. Occupants spent several hundred pounds whilst in stores and food outlets with receipts to prove.

Does the notice comply? I haven't had the opportunity to check the signage, I believe it was installed at some point last year.

The parking limit of 4hrs was exceeded by approximately 45mins so not within any grace period.
