#1 PCN confusion and Appeal

A parking fine was issued from a shopping centre, stating that the car was parked in a disabled bay. This was a surprise to me so I went back to the centre and took photos of the area. (Attached) The whole car park has hatchings around the spaces for walkways and there are no signs anywhere saying it was a disabled bay. There is a small amount of very very worn paint work but it shows nothing conclusive and could have easily been a parent child bay if you were to assume what it could mean. An appeal was sent by email to the complaints department, they informed me that I could appeal to another email or by post. But they would reply within 28 days to my original email. Another appeal was sent by letter to the address given to me and have heard nothing back until this morning when I have had a letter from a debt collecting agency saying the debt had been passed to them and threatening court action unless I pay £170. I have also now been told that my right to appeal has passed. Can you please advise? Just for further clarificationthe original PCN was sent to a company on the 11/12 and was dated 6/12. The company shut down for Christmas and new year and so I was not made aware of the fine until January the 6th. I then wrote my appeal and had to go back to the shopping centre to take photos which were all sent on the 24/1. I appreciate that this was after the 28 days given but sent the appeal anyway and awaited a response from them. The only response was was on the 14th Feb (was away on holiday) to say that the right to appeal had passed and then this morning 20/1 I received a debt collecting letter threatening legal action. Any advise would be gratefully received, I am happy to take the matter to court if need be but need advice before I can make an informed decision on what to do next [ Guests cannot view attachments ]
