I paid the one notice before the others started rolling in.
As soon as the other letters arrived I didn't make payment for them.
I don't believe there were changes in the signage prior to December, but I will check this week.
The parking is for 4 retail units for 15-ish cars.

I park where I work and the establishment does not have permits for staff.
Prior to December, they had not implemented the ANPR system.
After parking there for a week in December, I received parking charge notices for the periods I was working.
I paid for one PCN in December, but none of the others.
I also received another PCN in January:

Fast forward to this month, 3 of the December PCNs have moved to Debt Recovery Plus:

How should I proceed moving forwards?
