My wife was in an online meeting when he arrived and i was still 5-10 minutes away, no permit could be activated so he began unloading (his car was full of bags of shoeboxes that he was taking inside). As soon as i arrived i helped him with a bag and then boom there was a ticket on the window and the first time the parking attendent had been seen.  The Haringey operative was so obviously acting in an elusive manner.

Haringey Council states this i dont know if it pertains in any way?

3.6. Registered keeper’s liability
Under the Traffic Management Act 2004 the responsibility for any PCN rests with the
registered keeper of the vehicle as recorded at the Driver and Vehicle Licensing
Agency (DVLA). If the keeper was not the driver at the time of the contravention it
remains their responsibility to pay the PCN.
3.7. Loading and unloading
Vehicles will be permitted to park in contravention of waiting restrictions whilst
carrying out the legitimate activity of loading or unloading (unless specifically
prevented by legislation) provided:
1. Activity, involving the vehicle, is observed by the Civil Enforcement Officer
whilst the vehicle is parked. The observation period shall be for at least two
minutes and a PCN shall only be issued if no activity is seen during this period.
2. Generally, a maximum of 20 minutes will be allowed to enable loading /
unloading to take place.
3. Exceptions will be made when the nature of the goods being loaded/unloaded
requires more time, i.e. moving very heavy goods.
4. Due allowance will be given to allow the driver to complete the delivery
paperwork.
5. Where a PCN is issued , a challenge or representation will be considered if
supported by evidence showing loading and unloading that may have also
related to heavy goods or confirming delay by the recipient of any goods.
You cannot deliver, load or unload on zigzags (yellow or white) , at any time e.g.
pedestrian crossings and school keep clear markings , in a bus stop or bus stand,

Hi

A friend from up north arrived at my house in Haringey N15 on thursday. Whilst still unloading his car which was full (took 5-10 minutes) and saying hello to me and my family etc, the traffic warden must have been hiding and issued him a ticket before we got the chance to go online and activate a permit.  We didnt see him at all whilst going in and out of the house and therefore he didn't say anything to us. 
We have records of this vehicle registratation from dozens of times in the past and also from recent tradesmen.  This is a residential street not a park by the minute machine bay as on the high street, is this how these people should be operating and how should i approach the appeal?

Hello all!

I was queuing around the rear of this petrol station to use their car wash, 3 cars were ahead of me and by the time I came out over an hour had passed.  I did see signage stating that you must register if you’re parking in the forecourt.  At the front of the petrol station there are EV charging parking bays and I assumed they pertained to these. I later received a PCN stating ANPR caught me not registering my stay.  I appealed and my argument was that I was paying for a service and queuing therefore not parking.  The definition of the word forecourt also means and area to the front of a building.

Anyway their reply was as follows:

Having carefully considered the evidence you provided, I can confirm that the parking charge notice
was issued correctly. In accordance with the British Parking Association Single Code of Practice, the
fee has been reduced to an administration charge of £20.00, which is now due within 14 days from the
date of this communication.
The site uses either Automatic Number Plate Recognition (ANPR) or it is patrolled by a Euro
Car Parks employee.
Where ANPR is used, cameras capture an image of vehicles entering and leaving the car
park to calculate their length of stay on site.
Your appeal states that you were a legitimate user to the site, however, when using this
location, you are required to adhere to the terms and conditions of the car park as stipulated
on the signage.
The signage clearly states that a Parking Charge Notice (PCN) will be issued if a vehicle is
found to be in breach of these terms and conditions.
Please be advised that car wash users are required to provide their details to the store so that
they can be added to an exemption list for the additional time of stay. Your details had not
been provided to Euro Car Parks and so the notice was issued correctly.
Your appeal has been rejected for the reasons listed above.
Please be advised that any further Parking Charge Notices issued for the same breach of the terms
and conditions a reduced fee may no longer apply. Upon failure to pay the administration fee within
14 days, the value of the PCN at the time of the appeal being logged will be due.
Once payment of the £20.00 administration fee has been received, (payment within the correct time
frame is required), the PCN will be CLOSED, and no further action will be required

@Hippocrates appreciate that!  Whats the next step?  Seeing as theres 7 is this time consuming, and could be expensive if i lose - you dont think i should pay whilst still at £65?

Still no written response regarding my reps,  one of the PCN's ZN15688510 VN05EKZ has gone up to £130 and under key events it reads "On Hold :Representation Received (26/05/2025 )"
