Latest update :- Wife received mediation call today and had a bit of a melt down. She argued her case and offered a £10 payment. Has she blown it?

Situation:
On the 12th of August 2021. The driver found a space in a car park, got change from the cafe opposite, then returned to the machine to find the machine was out of order.  Left car park immediatley after this realisation. Whole event lasted less than 5/10 minutes. I am the registered keeper of the vehicle. Received PCN some weeks later. Have made no contact with issuer to date.
Recieved attached notification on the 25th January 2025. What is the best coarse of action going forward?
