If you are not a resident of the UK, especially if you have no assets such as a property, you can simply ignore anything that an unregulated private parking company or their bulk litigator send you. There is nothing they can do. Ignore them.

Thank you. I guess they can still issue a CCJ, but they can’t enforce it - is this right?

Is this a live case, or a hypothetical question?

It is “live” as in the PCN and refusal to pay happened, and that the driver left the country shortly thereafter. Obviously the driver can’t know if an actual CCJ happened because as far as I know, the CCJ can be issued even if just a simple letter has been sent to the last known address. So everything in the post actually is to the best of my knowledge true.

Hello,
Assuming a UK resident (not citizen) received a private PCN in 2020, refused to pay and shortly thereafter left the UK, with no assets remaining in the UK and absolutely no intention to return. What’s the worst thing that this person could face?
I would assume the usual law firms will send letter / press court cases / send debt collectors after the person who left, but I suspect they have no chance to find out where this person outside of the UK now lives?
And to be clear let’s assume that no Mail or notice has been delivered to this person abroad.

Would be interested to know what would happen.

Thanks a lot!
