I've now received UKPC's rejection letter (dated 26/12/2025) and they've provided a POPLA code.

POPLA deadline is 23/01/2026, so I have time to appeal this one.

Their first response (04/12/2025) asked for evidence of parking tariff payment. The driver did pay for approximately the final hour before leaving the next morning (after realising payment was required), but obviously this doesn't cover the full overnight stay.   

b789 - you mentioned the NtK isn't PoFA compliant because it doesn't specify "the period of parking" (just ANPR entry/exit times), and that this is a technical failure that invalidates keeper liability.
Before I submit to POPLA, I wanted to check:

Is the appeal wording you provided earlier suitable for POPLA, or does it need adjusting for the independent adjudicator?

Should I mention the partial payment made before departure, or does this weaken the technical PoFA argument?

I'm really sorry - I completely dropped the ball in December and have only just come back to this.
Looking at the rejection letters:

PCN 1 (22/10 incident) - rejection dated 27/11, so IAS deadline was 25/12
PCN 2 (05/11 incident) - rejection dated 02/12, so IAS deadline was 30/12

I think I've missed both IAS appeal windows.
Given the strong grounds you identified (PoFA non-compliance on PCN 1 and deficient signage on both), what are my options now?
Can I still fight these, or have I let them become enforceable by missing the deadlines?

I’ll send the appeal wording as the keeper for both PCNs (the keeper is a Ltd company).

I asked the driver to get some pictures.   Yes, they did leave the vehicle briefly. 

They parked on the left hand side - I can see why they thought it would be okay to park there. It looks a bit like entrapment to me!

Hi all,
I’ve just posted a separate thread for a different PCN with a different company, but I wanted to post these two together as they are in the same location.

The registered keeper has received two Notices to Keeper from Euro Parking Services for very short stops outside Bearwood Veterinary Clinic, B67 5AY.

What happened:
On two separate dates, the driver briefly pulled up outside the vet practice for only a few minutes. The driver was not aware that a permit was required at that location. Both PCNs were issued for “Parked without displaying a valid permit”.

PCN 1:
   •   Contravention date: 05/11/2025
   •   Contravention time: 11:53
   •   Duration: 00:05:08
   •   Notice issue date: 07/11/2025
   •   Allegation: Parked without displaying a valid permit
   •   Amount: £100 (£60 if paid by 21/11/2025)

PCN 2:
   •   Contravention date: 22/10/2025
   •   Contravention time: 10:46
   •   Duration: 00:06:14
   •   Notice issue date: 05/11/2025
   •   Allegation: Parked without displaying a valid permit
   •   Amount: £100 (£60 if paid by 19/11/2025)

Both “parking periods” were only a few minutes long.

I’ve uploaded all pages of both Notices to Keeper (personal details removed), and I can add signage photos if helpful.

Any guidance on the next steps,  would be hugely appreciated.

I would really appreciate some help, please . The registered keeper of the vehicle has received a Notice to Keeper from UKPC for an alleged breach at The Magnum Hotel, SR5 3XG.

What happened:
The driver stayed overnight at the hotel. They were not informed at check-in that parking needed to be paid for on arrival. The following morning the driver mentioned parking to hotel staff and was told that payment should have been made the previous evening.

At that point, the driver paid for roughly the final hour before leaving, as that was the only option available. The hotel has since said they cannot assist with UKPC.

Details from the Notice to Keeper:
   •   Issue date: 08/11/2025
   •   Parking charge date: 04/11/2025
   •   Arrival: 03/11/2025 at 18:03
   •   Departure: 04/11/2025 at 09:44
   •   Duration: 15 hours 41 minutes
   •   Allegation: Staying beyond paid parking period / no payment
   •   Amount: £100 (£60 if paid within 14 days)

I’ve uploaded all pages of the Notice to Keeper (personal details removed) and can provide signage photos if needed.

Any guidance on next steps and whether this NTK is POFA-compliant would be really appreciated.

Thanks in advance for any help.  It seems that parking tickets are like buses in this household.  Nothing for years and then three!

This is the first anyone has heard from anyone about this ticket, nothing on the car, nothing else in the post and this is a very strange reading letter indeed.   

We have a university student in the household who regularly pays for parking in different locations across campus so we don't know which car park it might be.

Photos of signage could maybe be obtained from one of the car parks on Thursday. 

Where do we even start with this, please?

A reply. 

"Thank you for your appeal.

Please be advised, due to this being a Penalty Notice issued under Railway Byelaws the registered keeper remains liable for this and the driver is not pursued.

However, the driver or registered keeper can appeal regarding this.

Please note your appeal does not dispute the issuing of the notice, please outline the reasoning for your appeal within seven days."

Is there any point in replying, given that they are wrong? Or do I wait the 7 days and reply, reiterating my point?

Thanks in advance for any advice, have done a search on Saba company around train stations so I have a little idea of what's going on but a bit of help would be appreciated.

The driver remembers using the app to pay, but no money has been taken, so it must be driver error, perhaps by not approving a card payment authorisation on their banking app.   

I am the registered keeper. 

The charge seems excessive for a car park that costs £3.50 a day, plus this arrived in the post on 22nd October, the same day I went away for a few days so have had no time until now.  The notice says 11th October - this seems to already put us into the full £100 territory.
