As you'll see from the letter, APCOA are seeking to pursue this as a breach of railway byelaws. Such a breach is a criminal matter for which the recourse would be prosecution in the magistrates court. The problem for APCOA is that if they prosecuted you in the magistrates court, any fine would go to the treasury, not APCOA.
As such, they have absolutely no desire to take the matter to court, as it would cost them time and money in return for nothing. Keep ignoring it.
As above, ignore ZZPS. They are a useless debt collector and have no say in the matter.
APCOA have issued what they claim to be a Penalty Notice. However, it is not. It is a fraudulent attempt to persuade you to pay them, not the Train Operating Company (TOC), some money and they promise not to initiate a private criminal prosecution in the magistrates court.
APCOA have never prosecuted anyone in the magistrates court for a breach of a TOCs bylaws. They never will because they know that their fraud will be exposed. I have an investigative journalist from a major broadsheet investigating this long running fraud.
Just carry on ignoring the debt collectors. It will time out after 6 months anyway. APCOA will not litigate this. I would stake £1,000 on that if anyone would care to take up the bet.
