An update to this case. The response given above was communicated to Moorside Legal on June 9, 2025. Nothing was heard back from them until receiving the following email today:

Registered in my (the keeper's) name. The keeper and driver, though related, were different in this case. There are no hirers involved.

The driver did not note any notice on the windscreen, this would have been obvious. In fact we had not considered this possibility at all until yesterday when posting about this case. The driver after Sainsbury's proceeded to Lidl's car park which is on the other side of road, after which they returned to the car again and returned home. Any notice stuck to the car would surely have been noticeable. Is it worth requesting ECP to produce photo/video evidence of the notice on the car?

No representations have been made so far as the posted Notice to Keeper is the first one we saw and does not provide any option for a challenge/representation.

However, the notice is worded as if it is a follow-up to a notice to the driver attached to the car at the time. You don’t make any mention of one of these, in fact you explicitly state there wasn’t one.
What do others think?

There was no notice attached to the car, of this we are sure. As I said their (supposedly) second notice to keeper that was mailed came as a total surprise, we weren't even aware that we would get a PCN for parking in a Sainsbury's, let alone parking for 12 minutes as indicated in their letter. As keeper, I had assumed that this was similar to other instances in the past where the private car park failed to serve the initial letter, but had it been attached to the car itself we would have known about this immediately.

I (as keeper) have unfortunately received another parking ticket. I must say this one feels predatory and designed to lure unwitting people into their trap.

Background: The driver was passing by this Sainsbury's (Locksbottom), their child demanding to be bought a pack of Smarties. They parked in this Sainsbury's, went inside, did not find what was needed and hence made no purchase, and then left.
During this time they did not look out for any signs. They have two big Sainsbury's within 5-10 minutes of their house and been to dozens of others, parking has always been free at the big ones so they genuinely had no expectation a Sainsbury's would demand a parking ticket. A month or so later, the keeper receives this Notice to Keeper mentioning the 'Discount period' has passed so they better pay up £85.

Now I, as keeper, probably should have made an official complaint at this point, unfortunately life got in the way and I forgot about this one thinking I will fight them, and today I have received a debt collection letter.

The debt collection letter laughably states that this is my 4th letter, this is absolute nonsense. This is my 2nd letter and their math does not math either looking at the timeline :

Contravention date 23/03/2025
First letter: 24/04/2025 (received 29/04/2025)
Second letter: 28/05/2025 (received 05/06/2025).

Even if the very first letter was dispatched within the week, 28 days (inclusive of discount period) would most definitely take it beyond 24/04/2025 which is when they actually issued the letter. Before anyone asks, the driver did not see any ticket on the car so this was not an on the spot ticket. All attachments below, plus I as the keeper went to the car park to take a picture of the sign of the signage. Appreciate the help from this board as always.

An update for this case, I received one further reminder letter from Trace Recovery and I have now received the attached letter from their solicitor. Do I need to reply to this and if so, how?

No. It is not a Letter of Claim (LoC). It is simply another debt recovery attempt from the utter incompetents at Moorside Legal.

When they send an actual LoC, come back and show us.

Hi guys,

I have today received a PCN from the Blackwall and Silvertown Tunnels Charging authority of £180, £90 if paid within 14 days.

From what I can understand, this is a new charge that didn't apply previously, and unfortunately I got caught out on my only trip down Blackwall tunnel in a year or so. I also have ADHD so I do struggle with these retrospective charging regimes where one has to pay after the fact. I have been ticketed by Dartford crossing in the past, but I registered an online account so I never have to worry about that one. Somehow I stupidly thought that having registered online for Dartford would work here as well, but I guess they are different charging authorities so different accounts are required. Which in itself is a very inefficient process.

This is the first time this has happened, so I wonder if there is any recourse here by appealing for leniency for first time offence. I know this has worked with Dartford crossing in the past.

The penalty charge is disproportionately high. The crossing fee is £1.50, and I was only 38 minutes earlier than the free charge time.

The issue date from when the 14 days begins is 16/05/2025, however this just landed through my mailbox so effectively I only get 7 days to pay it.

Is there any possible representation here or should I just resign myself to a very expensive tunnel crossing and pay within the 7 days?

Not sure why the link won't work, seems fine to me. Uploading as attachment here. The letter is from Trace Debt Recovery saying their client has told them that i owe parking charges. Originally £100 and now £170. My concern is it says if I take no action, they may apply for a CCJ, which would also add on court fees and solicitor charges. They're asking to contact them, and I'm considering calling them if only to just explain to them my position.

Update: So I sent the above notice to their complaints feedback section and received only an automated response that they (complaints) don't deal with PC inquiries. I have now received this debt recovery letter:

I notice once again the letter is dated 19th, delivered today (26th) so 7 of the 14 days are already gone. This was also the case with the Final Notice letter. There was no initial PCN ever sent. Incredibly infuriating because I know for a fact they never delivered a PCN, but I can't do anything about it as they hold all the power, and can arbitrarily keep increasing the charge as I have no recourse to challenge as a citizen.

I have received a "Final Notice" from NCP for dropoff at Gatwick that I didn't pay for. I can confirm, very diligently as I pay extra attention to the mail I received, that I received no initial letter from these guys, and the letter claims that representation period has now expired. I want to contest this as this is a blatant lie, I have never received a PCN from them and there is no way in hell I am paying this final notice charge. How can I go about challenging this?

I just received a notification for this so thought I would clarify. I did unfortunately end up paying them all. Between work and personal life I simply did not have the time and energy to fight these, even though I still believe these are predatory and the placement and height of the warning boards is 100% not fit for purpose, or rather fit for the purpose of Croydon council budgeting approximately £10 million a year in revenue from fines.
