Hi all,

St. John's Lane in Bristol, near the junction with Littleton Lane, has had a speed camera for many years.  On the 13th November 2024, the speed limit was changed from 30 to 20 in the area covered by this automated speed camera.  This was done very quietly, by extending an existing 20 zone with just more small 20 signs.  This has caught many locals out.

I am looking at a NIP to registered keeper, and on viewing the calibration certificate for the device (attached), it was last calibrated before it was modified to function for the new 20 limit.

On the certificate, you can see a space for "Any Changes?", thus implying that re-calibration after changes can be a protocol.

Does anybody know whether it is a legal requirement to re-calibrate devices after changes (such as mandated limit for device functionality)?

As an IT professional, I would say yes, but does anybody know what the law says?

Good evening kind folk,

What are the time limits related to the PCN process?  These are all related to the same vehicle HT05FNN (where they seem not able to identify the make of vehicle).

I have 5 (five) PCNs from 2023 where the representation / appeal has simply not been acknowledged and the PCN remains frozen at £69:
BS55274696, date of offence 31/7/23, date of posting 22/8/23, date of appeal 2/9/23
BS55675675, date of offence 19/8/23, date of posting 12/9/23, date of appeal 21/9/23
BS55996511, date of offence 6/9/23, date of posting 3/10/23, date of appeal 15/10/23
BS56005394, date of offence 7/9/23, date of posting 3/10/23, date of appeal 15/10/23
BS56780074, date of offence 20/10/23, date of posting 20/11/23, date of appeal 23/11/23
All appeals where based on the paid phone number issue, and many others have been dealt with from a similar time period.

The sixth is slightly more interesting.  BS5133782A offence date 11/1/23. First communication was a charge certificate posting date 17/3/23.  Order for recovery due date of 15/8/23, no date of posting.  TE9 submitted 10/8/23.  Then PCN for same from BCC posting date 4/10/23.  Appealed 18/10/23.  This is the complete correspondence list.  Nothing heard since.

Surely these are all outside of time limits now?  Can somebody please clarify where I stand with these?

Thanks for that. The balance on line is £129 which is I think the £9 which should have been paid for entering and the £120 for the PCN.

A charge certificate will be next and the choices are pay up or wait for the next document, the Order for Recovery, and then, provided this is correct, file a declaration that the PCN was not received.

After quite a long time, the conclusion of this.  I awaited the order for recovery, then filed a TE9 with the TEC on 8/4/24.  Since then I have heard zero from any party.  On checking the Bristol City Council PCN site today, the case is closed.  It would be nice if either of those parties had actually communicated this!

OK, so we know where we are now.

So, no PCN was received, but this letter then arrived advising you that the period to pay or submit reps was fast approaching.
First question is, is the address on this letter the same as the one on your V5 Registration Certificate for the vehicle ?

Second question is what are the circumstances that gave rise to this PCN ? Presumably you are aware of the Bristol CAZ ?


Q1 - yes
Q2 - yes, so circumstances are that we forgot to pay on this occasion (which is provably a very rare occurence).

'No further details'? How extraordinary as Bristol CC write that they have tried to contact you to no avail.

Have you moved?
If yes, did you update the DVLA vehicle address at the time or later? (often the cause of missing mail).
Has your postman been jailed for mail theft?

Please reinstate the PCN ref and vehicle registration on the letter. It is easier for experts who have 100 PCNs on the boil (as I do) to differentiate them that way and a registration plate is on public display so hardly a secret.

If you want expert help and there are plenty of us on here then you need to lay all of your cards on the table so we can see them. We can be your partners in this game but hold the cards close to your chest and you may lose as we usually hold all of the aces if there are any in the pack.

To answer your points in turn:
1. No further details.  This is the first post regarding this PCN.  This is not the first time post from Bristol CC has failed to arrive.
2. Moved - no.
3. Details with DVLA are just fine, and have been since before the CAZ came into force.  They have successfully managed to send post regarding this vehicle in the past, and succeeded with this letter.
4. Postman jailed - not to my knowledge.
5. Done.  Attached to an earlier response.  Attached again here.

There is a sticky post titled "Read This First" at the top of the Forum.

It states; Leave in the PCN number and vehicle numberplate (VRM). The ONLY things you should obscure are your name and address where they appear, NOTHING ELSE. We may need ALL sides of ALL pages but it is OK to start a case with just the front of the PCN.

So please reinstate the redacted reg number and PCN number from the posted notice.

All the questions asked by others on the last thread were regarding a different historic issue that I should not have mentioned.
Are you saying that an earlier Charge Certificate and subsequent Witness Statement was nothing to do with this pcn?

I deleted the last thread as it got derailed from this question.  There are no further details to add to this query.  This letter arrived.  I don't dispute it probably happened.  What do I do about it please?
