WORTHING BC CODE 02

Hi Folks

I was ticketed a week or so ago delivering something to an address that was in an unloading/loading restricted area/time, ie, no loading/unloading 10am-4pm,it was 2.05pm. I am disabled with a blue badge, so I put badge and a note saying delivering to No5, I wasnt long at all and came out to find a warden giving me a ticket. There were also single blips on pavement, but as a disabled driver and this being a business and residential premises, so access only road, do I have any chance of getting away with it, or am I bang to rights? There is nowhere nearby where I can park and walk, its too far with  my pain to just to hand something in? The ticket says observed from 2.05-2.05? Isn't there a minimum, or is that only for parking?

This is my ticket, where I was parked in relation to the sign & a view from the opposite side where there appears to be a layby, but the sign is further along, not on the layby, and just to be pedantic, the blips are not clear with the tables and chairs etc, plus a approx link to Google maps.

Just to be cheeky, I was wondering if I would be covered like a post person would be delivering mail, ie, not unloading or loading something, which I assume means boxes or parcels, not parking, but just delivering something?

As I expect you know there is no exemption for blue badge holders when loading restrictions are in force.

The council can consider compelling circumstances - what were you delivering and was it essential during the restricted time?

Yes I know I cannot park where its loading/unloading restrictions, but the sign was further along, not in the layby where I was. The circumstances were that it was the only time I had available and did not realise there was a time restriction, as the sign was not where I parked. It is a pedestrian way and says access only, which I was doing, accessing the property there.

And how did you enter Bath Pl and were there DYL?

Is this still within a Pedestrian Zone?

GSV is a combination of 1 and 6-year old snaps. The 1-year old do not impose a waiting restriction. It's a mish-mash.

But this is not a gateway sign, it is a repeater and in itself has no legal effect. We need to see the current gateway sign, and the one in GSV which is 1 year old omits any waiting restriction.

Here is a link to three photos, they did not save in the correct order, but second photo is on the left as you come off the roundabout into South St, the first one with WH Smith in the background is on the right as you turn off South St into Montague St, and the third is the sign in Bath Plc further up a bit from where I parked. There were no DYLs as I recall. I have not been onto the council site to see what they have captured, because the person took pictures of my badge etc, so I will do that and download what they have.

Sorry yes it is a gateway pedestrian zone with the below sign just around the corner from the dogleg part the OP went into but there are no gateway waiting restrictions as of GSV in June 2023.
The waiting signs only appear at a turn part way in because the main road from gateway to gateway is covered by double yellows.
Maybe it is wrongly signed as I'd expect waiting restrictions at the gateway but they've mixed yellows and no yellows.

I entered from the roundabout into South St, left into Montague ST, then left into Bath Place, I went back and took photos of the signs after the event and they are in the link above. In my head I thought it was an "access only" area & since I was accessing the property, I assumed it ok to travel there. I did not see the loading/unloading sign until the parking warden pointed it out. Nor did I see the blips, but there were no DYLs.

The pedestrian zone gateway sign prohibits you from entering the zone - you should know that. In London most of these zones are controlled by CCTV and you would get a moving traffic PCN unless exempt.

But it's a waiting/loading contravention you have.

That's weird, I thought it had posted with my explanation of the photos not saving in the order I had uploaded them? I shall try again.

With regard to the no access at all, I know that is not my ticket, but how do the businesses cope them, because there are lots of deliveries to the businesses etc?
