what to do with council PCN code31 that is handed to debt collector

Mount pleasant/ sunleigh road yellow box junction in ALPERTON, BRENT

video is very unclear, so I appealed few times and

So the vehicle entered already but got two wheels still in the yellow box junction for a short 5 seconds... They have rejected all my appeals and after sending charge certificate they passed to NEWLYN debt

The name on the PCN doesn't match my current V5C letter, ( my name has changed slightly so I want to know if there is any ground I can still appeal or anything I can do but to pay up?

will CCJ be ported to my new name if I dont pay...? many thanks in advance.

Dear sir/madam, I would like to appeal for the PCN. The video is not clear at all and I don't think it is efficient evidence of allegation. I have made formal appeal that there was unfair procesure mistake. I had not been asked for providing drivers details but sent the penalty straight away. Secondly, there was no clear sign or signature notice that CCTV is in operation for the yellow box junction. I have also requested the code for London tribunal and not received it. I will also appreciate if you can kindly provide certificate for the CCTV device in use and that it meets the legal standard. Lastly, I will appreciate that the unjustice PCN can be cancelled. Many thanks for your kind assistance. bes

Did you receive the Notice of Rejection of your representations in December?  If so, that ought to have included the code for appealing to London Tribunals plus details of the various deadlines you need to adhere to.

Also, there is no possibility of a CCJ, so rest easy on that one. This is a process laid down in an Act of Parliament and associated regulations that are intended to ensure no CCJs will ever be granted.

In addition, please read this and update your thread accordingly. At the moment we are "Roamin in the Gloamin" to use a Scottish saying.

hi I was away for quite a while and have probably lost some letters they sent. It was exported to enforcement agent LAST month in March already... Shall I just pay up? below are the time line of key events....

You are too late to appeal as things stand.

Pl do not keep going back to the contravention, we're past this for moment.

These are the important timeline entries:

hi there I do sincerely apologize, I am new on the forum... I have lost letter for 06/12/2024 for the rejected represetion which probably had the code for London tribunal. the letter is in my old name can I maybe at least ask BRENT council to amend to my correct name now, and perhaps reduce it a bit? Or I should just pay up... thanks again so very much

the only letter I have now is the charge certificate, which is addressed to my old name then..

Your title is '...handed to debt collector'.

How do you know?

Each of the timeline steps which I listed requires a formal letter or notice to be sent to you by post.

The Royal Mail deliver to addresses, not people(they don't know who's behind a letterbox!), therefore whether your name has changed won't affect whether those notices were delivered.

You have to deal with this procedurally - there's no scope for 'if I speak to them could I get them to reduce the debt by a little bit'- and if we're to help then we must know which notices you've received and to see those notices. The Notice of Rejection was sent in December AND a copy was included with their reply dated February (sent in response to you writing to them after receiving the Charge Cert dated 13 Jan). So you must have this to hand.

Similarly with the bailiff because their involvement is very recent.

For all we know the bailiff could turn up at your house today, clamp your car and/or seize other goods in order to get you to pay the debt.
