PCN for failing to turn left at the junction between Coppermill Lane E17 and Blackhorse Rd

Anyway to get this cancelled or should I pay?

I didnt see the blue sign although there is a marking on road to turn left , the contravention states "on a blue sign", so if there is no blue sign then its invalid PCN?

There has to be a sign; text on the carriageway is not sufficient.

Was this resolved, I ran into the exact pcn and there was no blue sign at the end of blackhorse rd.
However I did a u-turn before I even saw the left turn road marking.
