Unclear Parking Bay Causing Repeated Fines

I received a PCN at Holly Road Car Park (27 Jan 2025) for allegedly parking outside bay markings. The space is bordered by a white line and a hatched area, with no signage — it looks like a valid bay. It’s actually just a narrow, leftover strip where cycle racks and disabled bays were added, but it hasn’t been properly marked out.

I’ve seen at least 5 others fined here recently, and even a Civil Enforcement Officer called it a “popular” spot for tickets. The Council hasn’t replied to my formal complaint.

If anyone has legal expertise in unfair enforcement or parking law, I’d appreciate guidance. Happy to share evidence. This feels like a systemic issue that needs resolving.

Is the PCN issued by a council, or a private parking company?
