I received notification of this PCN on 22/12/2025 (https://ibb.co/xqVKJj9v). The date of the PCN shown on the letter is 19/12/2025.

On the same day I received the PCN letter, I contacted TFL because I was unable to view the CCTV footage online. This is my first PCN from TfL, and I was not aware that footage must be requested by phone and is only provided via CD/DVD.

I submitted my own representation on 22/12/2025 (https://ibb.co/whmcDfXR). My representation was made on the basis that:

- The only evidence of the alleged contravention is the CCTV footage.
- TfL does not provide this evidence in an accessible electronic format.
- I referenced another case (225000538A) relating to access to evidence.
- I also stated that this specific yellow box junction was previously ruled to be non-compliant in another case (224054294A), and therefore argued that the PCN should not be enforceable.

Since submitting my representation, I have checked the PCN status online every single day.

I have received no other formal communication from TfL whatsoever — no Notice of Rejection, no Charge Certificate, no emails, no phone calls, and no letters. All my email addresses are correct and whitelisted, and there is nothing in my junk or spam folders.

As of today (24/01/2026), the online status still shows the PCN as “On Hold”, however the outstanding amount has increased to £160.00. This is confusing, as an increase would suggest the PCN is no longer on hold. (https://ibb.co/CpNVk8hS)

I am unable to contact TfL until Monday as their offices are closed over the weekend. I am concerned about what may happen next, as I was not expecting the charge to increase while the case appears to remain “On Hold” and without any formal response to my representation.

I don't think you have any reason to worry at this stage.

The 50% discount automatically runs out 14 days after the date of Notice. Legally, TFL don't have to reoffer the discount after this time even if you submit representations very promptly and spend this time waiting for their response.

However, (unless their policy has changed recently - which I don't think it has) they will reset the discount at the point they write to reject your representation.  Or if they accept, they it's zero (of course).

Did you actually request the DVD footage when you spoke to them originally?  Your post doesn't make this clear.  If so it ought to have arrived by now so can you host it somewhere and provide a link?  If not, please request at the earliest opportunity.

Barring the video showing no contravention actually took place, your best line of defence at this location is likely to refer to the yellow box not being sited at an actual junction of two roads as Ealing Village is a private gated estate and a road requires the public to be able to freely access it.  The difficulty of accessing the footage has also been successful in the past.  Sounds like you referenced these two points and have found previous case references to back it up.

If you don't hear back from TFL for 3 months, that is also a strong line of defence as London Tribunals explicitly say any delay beyond this is unreasonable.

Hi, thanks for your quick response. I was just concerned to see the price jump to the £160, when I was on the phone with TFL I was told that this would not increase if representation was submitted and if the enquiry is released from being 'on hold' the 14 days would then continue to count down.

That said however, when I called them initially I did request the footage, and I do have a copy but ironically, I don't actually own a DVD player at all. My PC doesn't have one a disc-drive, nor' do I own a gaming console!

Regardless, I will call them on Monday to see what is going on and say that I haven't not yet had a response to my submitted representation, I've submitted my representation again online today and have another reference to this because I was in a bit of a panic when I saw it this morning.

To submit to the London Tribunals, I need a letter of rejection and the code on that to submit so I can't do that until I have this - Do you know if TFL send this via email or post or both?

I really appreciate your quick reply, thank you.

I know this location and will dig out a case won by @cp8759 recently.  This is winnable for a couple of reasons. Back later as super busy.

OK - ironically, all your enquiries and double submission of representations may be slowing the process down as it's mostly automated and every time you contact them it will likely throw the automated elements out a bit.

I can see from the timeline that they've received your representations (twice) but not responded to this so the ball is definitely in their court, not yours. Personally I wouldn't bother calling them on Monday, unless you really do want additional peace of mind that they are still considering your representations and that they will reinstate the discount if they reject your representations. NB if you do take it to adjudication, then the £80 offer is out the window anyway and it will be the full £160 if you lose.

That said, things do go missing in the post, so I would keep checking the status every few days or so so you can see when a Notice of Rejection has been released and ensure you receive it shortly afterwards (if you don't then that definitely is cause to get in touch with them).

What I expect you will also see if that when they do issue the Notice of Rejection, the PCN amount will drop back to £80.  The NoR will include the details you need to submit to London Tribunals.  It's not unusual for it to take several weeks, so 1 month is definitely nothing to get nervous about, especially with Christmas and New Year delays in between.  Once it gets to 3 months, as I said before, this is when to get itchy.  A NoR must be sent by first class post.

Re the footage, can you access a CD drive anywhere else?  E.g. a friend/neighbour/relative/library? If you genuinely can't (or even if you can) I would definitely push hard on this if you take it to adjudication.  It's a bit of a scandal that TFL can't provide this online in this day and age when every other council seems to be able to.

If you are able to access the footage somehow, please do share it as we may be able to find other viable appeal points.

This was also my theory, that the duplication of representations was causing the automated parts to breakdown and therefore increase the price.

Thanks for confirming the timeline, I was expecting to see the update online to show a NoR but this being my first offence, I'm new to this process! I do keep checking it every day to see if it changes. I'll sit on the idea of calling them, and see how I feel on Monday, checking it this morning and seeing the price double made me feel like I've missed something.

I will see if I can get someone to get a copy of the video to me for upload here. I will continue to keep this post updated as the PCN progresses.

The junction you linked isn't the junction with Ealing Village - if you are sure this is where you stopped, even more reason to check the footage as you could win on account of the PCN accusing you of a contravention which didn't occur (i.e. a stop outside Ealing Village).

Wasn't sure how to post the video, so I've uploaded it as a private video on YouTube. I am shocked at this, what an invasion of privacy.

The junction is definitely Ealing Village, though I don't remember this at all. Traffic was moving but seemed to stop suddenly, I don't remember why. You can see my try to turn to change lanes while they zoom into my face.

stopped for about 7 or 8 seconds that's is visible in box before lorry hides view. zoom in doesn’t show the bow but vehicle had already exited.
7-8 seconds i doubt would be de minimis at tribunal. hopefully there will be another avenue.
