TFL 46:Stopped where prohibited, A21 CATFORD SE6, red box parking bay

I honestly believed I was allowed to park in the red box parking bay with my hazards and my blue badge displayed, however I was not aware of the difference between red/white parking bays on red routes and the limited hours of operation which I was outside of (hours of operation until 4pm, I was parked at 5.15pm).  I stopped for approximately 5-10 minutes to collect an item from a nearby shop. I have a blue badge for severe mental health disabilities (anxiety and depression).

I feel I may have no choice but to pay up, however I’ve just requested the CCTV footage from TFL so I believe I now have two weeks to decide if I should pay the reduced amount of £80 or to prepare a case for the London Tribunals.  I’ve had my representation rejected so tribunal is my only option (if I have a case).

The site seems to have been down for some time today, reason unknown. I'm just looking at your case at 22.35. Please also note, everybody on here is acting pro-bono, (unpaid), so have to do the day job to make a living, except for me who is retired, and even I must obey the Oberkommanderin der Wehrmacht !

The sign where you parked, (shown in your GSV link) specifically allows BB holders 3 hours parking, but only between the times specified. You were outside those times. Did you read the sign before parking-up and walking off ?
Unfortunately, your reps were based on mitigation which TfL have decided not to accept. If you take the case to London Tribunals, they cannot accept mitigation, so you'd lose, unless you have another argument to present.

There may be a 'technical' appeal argument at LT based on TfL's management of the enforcement process, so wait a bit to see what comes up, but don't miss the deadline in their letter of rejection (pay or appeal).

@no_tickets_please if Transport for London are notified of an appeal while the PCN is still at the discounted rate, the discount remains frozen even if you lose the appeal, so it's worth giving it a go. There is an arguable flaw in the Notice of Rejection and it is always possible TFL might not contest, or they might mess up the evidence pack.

@no_tickets_please I never got a reply to PM I sent you? I'm not really sure what you're waiting for? Either you need to instruct me to appeal on your behalf or you need to appeal yourself, the deadline to appeal expired last week so the appeal would now be out of time. At this point whether the contravention occurred or not is utterly irrelevant, you just need to get an appeal registered with the tribunal one way or the other.

Not all is lost as you're only about a week and a half late, but TFL would be entitled to send you a charge certificate increasing the penalty to £240 and if they do, you might not be able to get out of it. Whatever you are going to do, I suggest you do it today.

Regarding the PCN status history, I believe the outstanding amount remains at £80 as it has been put on hold.  I first contacted TFL on 21 January 2025 to request the CCTV (On Hold: SUS20 - Enquiry Received).  2 weeks later it had not been received so I contacted TFL again and they suggested that I put in another request which kept the discounted amount on hold (03 February 2025On Hold: SUS20 - Enquiry Received).
