Hackney. Confusion entering pedestrian zone

My 81 year old dad received this. He was confused by the signs.no blue badge but needs to get one. Is there any way I can help him with this ticket? Thank you

Please give us the Reg.Mark and PCN number, and post up here any Council photos and the video, with a GSV link to the location.
The reps must be in the name of the Registered keeper, as per name and anddress on the PCN.

Blue Badge is irrelevant, the sign only allows permit holders SS17 to pass the sign. The signs mean "No entry for motorvehicles", with an exemptions plate below, and are colloquialy called "Flying Motorbike" signs. Your dad needs to understand what they mean because they are in use all over London to close off streets. Never rely on satnav either.
