Greenwich Council - Repeat Code 30F Parking PCN

Hi all, on the morning of 11th Apr, I received a PCN on my car parked on the street near my property for parking for longer than permitted in a free parking bay (code 30F) with the contravention occurring on 10th Apr. It was then that I realised I had not renewed my resident's parking permit which had expired (entirely my fault). Chalking this up to experience, I paid the (reduced early payment) £40 fine and immediately renewed my resident's parking permit.

Earlier this week, though, I returned home to find in my mail the attached letter informing me that I now owed £80 for a code 30F offence as well, but that this contravention happened on 2nd Apr (with an entirely different PCN number). I can only conclude that I was issued a PCN for the same offence on 2nd Apr as well but someone removed the PCN from my windscreen (not sure why anyone would do this!). Viewing the evidence online, it seems clear that my car was parked in the exact same location on both occasions (I might not have even driven it in the intervening period as I take public transport to work). The 10 Apr PCN I no longer have the letter for after I paid it but the PCN number from the receipt is GR14912128.

1) Can I ask if I can be issued a PCN for the same offence more than once (A quick google seems to suggest the answer is yes and I suppose given over a week passed in between it might be hard to argue down this line)? The slightly annoying thing is that if the 2nd Apr PCN hadn't been removed from my vehicle, I'd have been able to renew my resident's permit sooner and would have avoided the 10th Apr contravention completely.

2) Is there a way for me to check that I haven't been issued other PCNs for the same offence that have also been removed from my car for some reason?

3) Can I ask what my best course of action is now? Given I already paid the 10th Apr PCN, should I appeal the 2 Apr PCN and if so on what grounds?

4) Do I have any hope of avoiding paying the 2nd Apr £80 PCN amount or at least getting it reduced to the early payment amount of £40 given someone removed the original PCN and I had no idea about the fine until the letter this week?

Any advice/ help would be appreciated - thank you!

A PCN can be served every 24 hours, but if a vehicle is stationary for many days in a location where parking is barred 24x7, one can argue it is a single contravention, but it's up to you to prove it.  From what you say, the PCNs were correctly served.

You would have to check with the council, there is no national database of issued PCNs

The period to appeal the 2nd APril PCN is past, and you should have received A Notice to Owner by now, which begs the question, are you the owner and the keeper on the V5C Registration Certificate for the car ? The Notice to Owner is sent by post to the name and address on the V5C. If the address is out-of-date, all sorts of trouble will result, incl bailiffs at your door eventually.

Hmm I did attach the letter as an image in my original post and it looks like it displays ok to me.

Yes, I believe the letter that I have now re-attached in the above post is the "Notice to Owner". The date of the notice was 5 May for the 2 Apr PCN, though, and as mentioned it seems someone removed the original PCN from my vehicle so I wasn't aware of this PCN until receiving this Notice letter in my post this past week so I wouldn't have been able to appeal within the 28 days from the 2 Apr.

You have a reasonable chance of getting it cancelled or if not of recovering the discount if you explain the PCN had disappeared off the car and if it had been there you would have avoided the second, paid PCN.

The PCN was served.

Dear Sir/ Madam,

I refer to the Notice to Owner sent on 05/05/25 regarding PCN number GR10657062 served on 02/04/25. This Notice to Owner was the first I became aware of this PCN, and the original PCN seems to have been removed from my vehicle by someone else after it was served.

I did, however, receive another PCN (with PCN number GR14912128) served on 10/04/25 for the same code 30f offence (with my car parked in the same position) which I paid the £40 penalty charge for promptly.

I am a resident of Foyle Road where the contraventions occurred, and after a period overseas had forgotten to renew my resident’s parking permit. Once I spotted the above 2nd PCN dated 10/04/25, I immediately renewed my resident’s parking permit (on 11/04/25). I appreciate that forgetting to renew the permit was entirely my fault, but given that if the original 02/04/25 PCN had not disappeared off my vehicle, I would have realised the permit had lapsed and been able to renew it earlier and thereby avoided the 2nd 10/04/25 PCN, would it at all be possible to waive the £80 penalty charge for this PCN please?
