Manchester CC PCN in window, paid by PayByPhone for wrong car

Manchester City council parking ticket issued because I paid via PayByPhone app but selected the wrong car reg. (we have 2 cars and I paid for the other one).

I can provide proof of payment a few minutes before the car was “observed” but because this was not ANPR they could just argue it could be any car’s payment etc. I know they can refer to the legislation that they can charge £20, but that seems unfair when the charge itself is only £25 if paid within 14 days.

Do I just pay it?

An oldish Manchester police we have suggests they'll cancel for a one-off honest error as you did pay.

Can you say for sure where the other car was?
